eupulse was founded in 2003 | 2005 under the impression of Serbia´s rich independent music and underground arts scene meant to be a bridge between east and west..
Whatever the political consequences of the Yugoslav civil wars were, and whatever consequences were set:
It would have been a pity if Serbia's rich independent art scene had perished in the course of the then upright sanctions.
 

For it is precisely the local independent art scene that was and is one of Serbia's centers for democratic and humanistic ideas and activities. And it would not have been right to exclude them from the benefits of cultural exchange programs.
 

It was precisely this that could not be allowed to wither away in international isolation.
This is why artist exchange and collaboration has been a central concern of eupulse from the very beginning on.
